Background to the establishment of “Open Data Kobe”

Regarding the promotion of the utilization of open data, which is freely available to anyone, can be used and redistributed for both commercial and non-commercial purposes, and is provided in a data format suitable for machine reading, the e-Government Open Data Strategy (2012) On July 4th, based on the decision made by the Advanced Information and Telecommunications Network Society Promotion Strategy Headquarters, local governments began preparations.

In the past, Kobe City has advanced the use of open data, such as the earthquake disaster legacy support application "1.17 Memorial App," but with the aim of further promoting and expanding the use of open data, Kobe City's open data site "Open Data Kobe" has opened.

This time, SBT is using its wealth of know-how cultivated through cloud implementation for private companies and the development and operation of digital data utilization (digital marketing) to create the Open Data Kobe platform, a platform for promoting the utilization of open data advocated by Kobe City. We provided one-stop support for the construction of

Features of “Open Data Kobe”

"Open Data Kobe" aggregates and publishes various open data unique to Kobe City, such as "location information," "night view spots," and "running pace information of wearable demonstration runners at the Kobe Marathon." Masu. It also has a comprehensive data search function, so you can find the data you need with intuitive operations. In the future, we aim to centralize various data.

The Open Data Kobe platform uses the public cloud Microsoft Azure to reduce costs and facilitate scalability and data linkage. From the perspective of information security measures, we comprehensively respond to cyber attacks and disaster prevention measures, and provide one-stop services from DDoS countermeasures to communications, data protection, and operational monitoring. Additionally, comprehensive support including Microsoft Azure operational monitoring is provided by SBT 's "Microsoft Azure Managed Service."

From the perspective of promoting open data, the site has been designed with consideration given to features such as making it intuitively understandable that it is a ``Kobe City site'', making it ``easy to search'', and leading to pages related to Kobe City. Masu.

As the amount of open data in Excel and PDF increases, searchability becomes an issue, but by using a global standard tool (CKAN), data can be registered and registered in a format standardized by multiple local governments. It is possible to manage it and publish it as a portal site.

Furthermore, in addition to opening an open data portal site, Kobe City has released a garbage sorting app called ``5374 (No Garbage) Kobe Version,'' and has opened an open data portal site through tours to learn about open data usage examples in its sister city Barcelona. We are actively working on data.

SBT provides one-stop support for migrating to a cloud environment and utilizing the cloud.

When migrating the email system, Saga University tackled issues in each phase from migration to operation in order to avoid confusion for faculty and staff, minimize the impact on work, and achieve the migration with fewer human resources. I decided to receive support from SBT, which can accommodate me.

As a result, we adopted a two-step email system migration, and the email system migration for full-time administrative staff and faculty (approximately 2,000 people in total) was completed in September 2015. The migration of email systems for students, including new students, and part-time staff (approximately 7,000 people in total) was completed in late March 2016, with the aim of being ready in time for the acceptance of new students in 2016. By using the menu that allows you to receive support from SBT when needed, we have created a system to effectively utilize cloud services.

Saga University is promoting the development of an academic information environment, and plans to further expand the range of uses for Office 365, including the use of SharePoint Online, which enables information sharing and content management. We hope that SBT will continue to provide information on cloud usage that will be useful to universities.

Garbage separation app “5374 (no garbage) Kobe version” An app that allows you to easily and easily check notifications from Kobe City, such as garbage collection dates and garbage sorting searches for each region of Kobe City. Released on April 13th.
International workshop held with Barcelona We are planning to hold an international workshop with the theme of urban development and ICT in collaboration with our sister city, Barcelona. A tour to learn about Barcelona's advanced examples of data utilization and open government will also be held.

SBT will continue to leverage its strengths in cloud-based data utilization to support local governments' efforts to promote open data utilization.
